This file is in ASCII and consists of one record, as
described above, for each minute of the day, ie, 1440
records/day - no missing records permitted

KPs, orbit/attitude are inserted into the record with
the closest corresponding time tag - no interpolation
or extrapolation is performed.  If a specific KP has
multiple entries for the same minute the one closest
to the minute is used.

If an entry is missing the previous entry is used, eg,
orbit file has resolution of 10 minutes so last entry
would be replicated 9 times before a new value is
available.

Missing data is indicated by a fill of all 9s
The data in the file is comma-delimited.
